Sturridge has already netted six goals in seven Premier League games so far this season to lead the way in the race for the top-flight golden boot and help the Reds keep pace with table-topping Arsenal.
The 24-year-old also managed 11 goals in 16 games in the second half of last season after joining the Anfield club from Chelsea back in January.
Rooney is pleased to see his fellow England international on top form, and credited Reds boss Brendan Rodgers with helping to get the best out of the striker.
“Daniel’s been in tremendous form this season for Liverpool,” Rooney said.
“He’s scored a lot of goals and it’s great to see. He’s been given a vote of confidence from his manager at Liverpool, who’s trusted him to play him upfront and he’s delivered, he’s scored goals.
“I’m sure if we play together [for England] we’ll try and link up and try and create and score goals.
“The manager will set up a system he feels will give us the best chance to score goals. If that’s me, Daniel Sturridge and Daniel Welbeck all playing in the same team then I’m sure he’ll have a system where we all fit into that.”
