The Gunners have signed Barcelona forward Alexis Sanchez, England defender Calum Chambers, goalkeeper David Opsina and France international Mathieu Debuchy this summer.
Now you need a player to sit in front of the back four and be disciplined
However, Arsenal are still lacking a holding midfielder in his prime as 32-year-old captain Mikel Arteta enters the twilight of his career at the north London side.
And Parlour feels Arsene Wenger has failed to find replacements for Gunners legend Patrick Vieira and former Brazil international Gilberto.
“I look at Chelsea and Matic is one of their best signings,” Parlour posted on Sportlobster.
“That’s the kind of player we need to find. It’s different now from when I played. Now you need a player to sit in front of the back four and be disciplined.
“Gilberto and Vieira handled that role very well and they need to find someone like Carvalho from Lisbon.”
Parlour added that he is confident Arsenal midfielder Jack Wilshere can become a “top-class player” if the England international says injury free.
“The most important thing for Jack Wilshere is to have a season without injuries.
“He’ll get better and better over time and if he can stay injury free he’ll be a top class player for years. He’s great in tight areas with little one twos and I think he can play in the deeper role but he’s so good at bursting forward he can do either.
“Being a midfielder is all about using your brain and he reads the game very well for someone his age.”
