The Reds head into the game fresh from having booked their place in the last 16 of the Europa League with a 1-0 win over Augsburg at Anfield on Thursday night.
Liverpool are aiming to win their first piece of silverware since Jurgen Klopp’s appointment as Brendan Rodgers’ successor at Anfield back in October.
And former Reds striker Owen is expecting to see both teams go all out attack as they vie for the first domestic trophy on offer during the 2015-16 campaign.
Owen wrote in his column for Bet Victor: “A tremendous game in prospect with City having an excellent win in Kiev earlier in the week, a result which, arguably, vindicated their decision to play a weakened side in the FA Cup last weekend at Chelsea.
“It is hard to imagine a dull defensive affair at Wembley and I hope and expect to see goals.”
Liverpool have failed to find consistent form in the Premier League since Klopp’s appointment and currently sit eighth in the table and nine points adrift of the top four heading into the final 12 games of the season.
City, meanwhile, have suffered back to back Premier League defeats and are fourth.
