Spurs played out a 2-2 draw with bitter rivals Arsenal in Saturday’s north London derby at White Hart Lane.
Mauricio Pochettino’s side are five points behind Premier League leaders Leicester City with nine games to go.
Tottenham are second favourites to win the title ahead of their trip to Premier League strugglers Aston Villa at Villa Park on Sunday afternoon.
However, former Chelsea and Republic of Ireland defender Townsend claimed that Pochettino’s side lacks leaders.
“I think Spurs got a little bit excited when they got in front, at the weekend,” Townsend told BBC Radio Five Live.
“I think they felt they were going to go on and score three.
“They lack that little bit of experience. I think they got ahead of themselves. Aside of Toby Alderweireld, I don’t see many outstanding individual leaders. The team is just made up of a lot of very fit and hungry young footballers.”
Tottenham make the trip to Bundesliga giants Borussia Dortmund in the first leg of their Europa League last-16 tie in Germany on Thursday night.
The north London side have won six of their last eight Premier League games.
Tottenham were leading 2-1 in Saturday’s north London derby before Alexis Sanchez scored a late equaliser for 10-man Arsenal at White Hart Lane.
