The Reds manager opted to rest the Brazil international and England striker for the visit of Manchester City in the Premier League on Wednesday night.
Coutinho has missed part of the season with a hamstring injury, whilst Sturridge has been forced to endure a host of fitness problems over the past 18 months.
However, the Liverpool duo played a key role when Brendan Rodgers’s Reds side were on the cusp of Premier League glory in 2014.
Speaking to BT Sport ahead of Liverpool’s 3-0 victory over City, former Manchester United midfielder Scholes explained why Coutinho and Sturridge are the only players who won’t have to worry about their long-term Anfield futures.
“They’ve got two of the most dangerous players not playing tonight: Coutinho and Sturridge,” Scholes told BT Sport.
“They’re Liverpool’s best players by a long shot. He needs to build around those two.”
Liverpool make the trip to Crystal Palace in their next Premier League game at Selhurst Park on Sunday afternoon.
The Reds host Manchester United in the Europa League on Thursday 10 March.
