The Belgian playmaker has been one of the Blues’ top performers this season and his fine form has helped Antonio Conte’s men build a nine-point lead at the top of the Premier League table.
Hazard has scored nine goals and made three assists in 22 Premier League games for Chelsea so far this season.
The 26-year-old, like many of his Chelsea team-mates, struggled to produce consistent form for the Blues last season.
However, Mills feels that Hazard has established himself as one of the Premier League’s best.
Speaking on Sky Sports News HQ on Thursday morning, Mills said: “Take out last season, he’s certainly up there.
“His ability is second to none, fantastic to watch, brilliant dribbler, assists, scores goals and a great penalty taker.
“He’s an instinctive player, he doesn’t know what he’s going to do when he goes up to defenders, it just happens.
“He sees it in the moment and just reacts to it. There is no certain plan and that’s what makes him difficult to stop.
“He’s a magnificent talent and when you get him working hard he’s almost unstoppable.”
Hazard will be expecting to feature when Chelsea take on Arsenal at Stamford Bridge in their Premier League clash on Saturday lunchtime.
The Blues are the 3/10 favourites to win the Premier League title this season.
