Spurs were one of the most consistent teams in the Premier League last term as they seriously challenged Chelsea for the top-flight title.
However, they ended up missing out on a first Premier League crown as they finished in second place under Mauricio Pochettino.
Tottenham are now preparing for a season away from White Hart Lane as they get ready to play their home games at Wembley next term.
Spurs have not yet made a single signing in this summer’s transfer window, and Giggs feels that their lack of transfer activity could end up costing them next season.
Speaking to Sky Sports, Giggs said: “Tottenham have a really exciting squad and a great manager in Mauricio Pochettino, but everybody is asking whether they can continue to match sides without signings.
“I think they need a couple, not to improve their starting line-up but to make the squad better, while they’ve also got the Wembley factor, so they really need to get off to a good start.”
Tottenham are also preparing for a return to the Champions League next season after they ended up second in the Premier League table.
Pochettino’s Spurs side were beaten by Chelsea in the FA Cup semi-finals back in April as they ended the campaign without a trophy.
