The 19-year-old spent the majority of the last campaign on the bench after joining in a £19m deal from Anderlecht, and Lukaku is keen to avoid a similar scenario this season.
Roberto Di Matteo has already recruited Eden Hazard, Marko Marin and Oscar, pushing the forward further down the pecking order at Stamford Bridge.
Lukaku had been linked with a loan switch to Craven Cottage in recent weeks but Christophe Henrotay revealed his client is close to completing a temporary switch to another top-flight club.
“I can assure you that Romelu is not going to Fulham,” Henrotay toldSport/Foot. “I am currently finalising the details with another Premier League club.
“Romelu will go on loan. I cannot say which team he will join, or when it will happen, but things are progressing.”
Last week, Lukaku, who made just eight appearances in a frustrating first season at Stamford Bridge, revealed his desire to move on loan to gain first-team experience.
“I did not sign for Chelsea to go into another championship,” said Lukaku. “Now I must play. It all depends on the choice of the coach and myself. I’m not someone who bangs his fist on the table.
“I have to move on to another level. I will do everything to get better.
“I have talked with the manager. I have very good contact with him. We will try to find the best solution for both parties.”
