The former Toffees manager submitted a £28m offer for the Belgium international and England left-back which was subsequently rejected by the Merseyside outfit.
Moyes was responsible for signing Baines from Wigan Athletic in 2007 before the Scot secured the club-record purchase of Fellaini from Standard Liege a season later.
But Everton legend Southall reckons the pair are worth a lot more than £28m and accused Moyes of being disrespectful towards his former club.
“The joint bid stinks,” Southall wrote in his column for bookmakers Paddy Power. “The way David Moyes has gone about it stinks.
“The entire world knows Marouane Fellaini and Leighton Baines are worth a lot more than the £28m offered and Moyes is disrespecting Everton. It’s really despicable behaviour towards Everton and disrespectful towards the fans.”
