Van Gaal is short on options up front after Netherlands international Robin van Persie completed a move to Turkish side Fenerbahce last month.
Former Rd Devils striker Forlan doesn’t believe Pedro would be sufficient to bolster United’s goal-scoring ability ahead of the new Premier League season.
“If Manchester United buy a striker who knows how to score in England then that would make a difference, but champions Chelsea will be very hard to overcome.”

Rooney scored 12 goals in 33 Premier League appearances for United last season, although the England international was often deployed in an unorthodox midfield role.
Van Gaal currently has Rooney, Mexico international Javier Hernandez and youngster James Wilson as his own recognised strikers with Premier League experience in his squad.
