The Citizens have lost their last three games in domestic competitions following league defeats by Leicester City and Tottenham Hotspur, plus a 5-1 loss to Chelsea in the FA Cup last weekend.
Liverpool have form on their side after Jurgen Klopp’s side secured an impressive 4-1 win against the Citizens at the Etihad Stadium in their Premier League meeting earlier this season.
However, former City striker Goater is confident Pellegrini’s side can make up for their recent disappointments and beat Liverpool at Wembley on Sunday.
“It’s a bit out there but I think City are wounded animals so I’m going with 4-1,” Goater told Sky Sports.
“It’s a big shout but I really think City are wounded from the recent result against Tottenham, the league defeat by Liverpool and the questions about whether they are playing for Pellegrini.
“At the end of the day, these players want to do it for themselves and for City, so I’m going with a big win.”
Liverpool are looking to win the League Cup for a record ninth time.
