The Reds head into the game looking to gain revenge for the disappointment of their League Cup final defeat on penalties by the Citizens at Wembley on Sunday afternoon.
Liverpool battled back from a goal down to earn a 1-1 draw and force extra-time at Wembley thanks to Philippe Coutinho’s late strike in north London.
But Jurgen Klopp’s men were unable to hold their nerve in the shootout as they lost 3-1 to Manuel Pellegrini’s men.
Former Liverpool striker Owen feels that a draw on Wednesday will not suit either team and is expecting an open game on Merseyside.
Writing in his column for Bet Victor, Owen said: “City haven’t won in their last 12 Premier League trips to Anfield although they will be buoyed by their Capital One Cup success over the Reds on Sunday.
“A draw might not suit either side and I expect to see an entertaining game with plenty of chances and goals.”
Liverpool, who finished sixth last term, are currently ninth in the table and nine points adrift of the top four heading into this week’s clash.
