The Belgian playmaker was heavily criticised last season as he struggled for form and fitness with Chelsea as the Blues slumped to a disappointing 10th placed finish in the Premier League, leaving their title defence in tatters.
Hazard had been the driving force behind Chelsea’s Premier League and League Cup double in the 2014-15 campaign as he was voted the PFA player of the year.
The 25-year-old has been linked with a big-money move away from Chelsea in recent years.
However, Souness believes that Hazard needs to show that he understands what is required to make it at the very top level before he is considered among the world’s best.
Speaking on Sky Sports after Chelsea’s 3-0 win over Leicester, Souness said: “If Eden Hazard doesn’t get that [he has to work hard], he won’t become a top player.
“Barcelona have been the best team to watch in the past decade. Players equal to his ability, they do it – that makes them top players.”
Chelsea host Manchester United at Stamford Bridge on Sunday afternoon.
