La Liga expert Balague ruled out the Reds completing a deal to sign the Croatian midfielder.
“No,” Balague told Sky Sports when asked if Liverpool could sign Kovacic.
“Kovacic was actually approached by two Italian clubs, one of them being Juventus, and Real Madrid said in no uncertain terms that he’s not for sale.
“It’s difficult to leave a club like Real Madrid in any case.”
Liverpool played out a 3-3 draw with Watford at Vicarage Road from the Premier League opener, before the Reds were 1-0 winners against Crystal Palace at Anfield last weekend.
