Spanish newspaper Mundo Deportivo, as quoted by the Sun, is claiming that the Premier League trio are among five clubs who want to sign Rafinha.
The same report says that both Inter Milan and AC Milan are among the other clubs considering moves to land the Brazilian 24-year-old.
According to the same story, Barcelona were willing to let Rafinha leave Camp Nou in the summer transfer window but a move failed to materialise.
Now, Arsenal, Tottenham and Liverpool are said to be monitoring the situation with a view to a possible January move.
However, the report says that Barcelona are unlikely to be willing to let Rafinha leave the club on the cheap, because he is under contract at the club until 2020.
Rafinha, who has scored 11 goals for Barcelona, is currently battling his way back to full fitness after struggling with a knee injury in recent months.
