The Merseyside outfit are already seven points behind current leaders Manchester City and Manchester United following seven games in the 2017-18 Premier League season.
Liverpool have conceded 12 times in their seven fixtures to outline their cavalier approach to defending under current boss Jurgen Klopp.
Manchester United, on the other hand, have managed to find a balance between attack and defence following a return of 21 goals and six clean sheets so far this term.
The Red Devils haven’t come up agains a top-six rival in the current campaign but Jose Mourinho highlighted last season his willingness to adopt a pragmatic approach when required.
Former Newcastle striker Shearer, who won the Premier League title with Blackburn Rovers in 1995, believes Liverpool need to add more facets to their game to have a shot at winning the title.
“Too much under Klopp seems to be based on that call for passion and excitement,” Shearer told The Sun.
“They play one way and it is not going to win them the league — great going forward on their day but they simply cannot defend.
“Mourinho, by contrast, has plotted a course to get his team back to the top.
“He knows how to win even if it means shutting up shop.”
Manchester United will make the trip to Liverpool in their next Premier League game at Anfield on Saturday 14 October.
Liverpool signed four players in the summer transfer window but their new signings have failed to significantly improved the squad – so far.
