The Daily Mail is reporting that the 21-year-old is a target for the Premier League duo, while the South American is also on the radar of Arsenal and Manchester City.
The same article states that Arthur was close to a move to Barcelona before the Brazilian talent was spotted in the Spanish club’s shirt to anger his current employers Gremio.
As a result, the Brazilian club are eager to avoid doing business with the La Liga leaders and Gremio are prepared to sell Arthur in a deal worth up to £35m to a Premier League club.
According to the same story, Barcelona have since recruited Liverpool FC playmaker Philippe Coutinho and Palmeiras defender Yerry Mina to cast doubt on a potential deal from Arthur.
Arthur has scored two goals in 51 appearances in all competitions during two seasons at Brazilian club Gremio.
The midfielder has featured in the Brazil youth set up to underline his promising potential.
He broke into the Gremio first-team under former Chelsea manager Luiz Felipe Scolari in 2016.
Arthur has earned comparisons to Barcelona and Spain legend Andres Iniesta.
