The injury-prone midfielder missed their recent friendlies against Italy and the Netherlands due to a fitness problem.
Wilshere has managed to revive his ailing Arsenal career this season despite being told by Arsene Wenger that he was free to leave the Gunners last summer.
The 26-year-old managed to impress in the cup competitions, particularly the Europa League, to win back a starting spot in the Arsenal team having spent last season on loan at Bournemouth.
Wilshere has scored one goal and has made two assists in 18 appearances in the Premier League this term, while he has netted once and created one goal in 15 games in the Europa League and League Cup.
Former Chelsea FC midfielder Lampard believes Wilshere can still earn a place in Gareth Southgate’s squad for this summer’s tournament with a minimum of nine fixtures remaining in Arsenal’s season.
“As Arsenal prepare to take on CSKA Moscow in the Europa League, Jack Wilshere must keep believing he will go to Russia with the England World Cup squad,” Lampard told Evening Standard.
“It was unfortunate he missed the last two friendlies through injury, but I believe a run of form will get Wilshere on the plane. In terms of games left in the season, there is still a long way to go and a lot can happen.”
Lampard added: “Jack will know that he is one of the players who is a question mark for the World Cup. His injury issues have put him in that bracket.
“But on talent alone and the way he’s played this season, then I think he will make the squad because he offers a continuity in midfield that England are not flushed with. He likes to get on the ball and keep possession.”
Wilshere is set to become a free agent at the end of the Premier League campaign to prompt speculation surrounding a potential move to Liverpool FC.
The Gunners are in sixth place in the Premier League table but have managed to reach the Europa League quarter-finals to keep their hopes of Champions League qualification alive.
