Spanish media outlet Sport is reporting that the Premier League duo are looking at the possibility of signing the 29-year-old full-back.
The same article states that Chelsea FC and Manchester United have been tracking the Spain international for some time.
According to the same story, the English clubs view Alba as a player who would be capable of adapting to the rigours of Premier League football.
Alba has been a key part of the FC Barcelona team that have enjoyed success under Luis Enrique and Ernesto Valverde in the past four or five seasons.
The Spain international has won four La Liga titles, the Champions League and four Copa del Rey crowns during his six-season spell at Camp Nou.
Alba has netted 12 times in 247 appearances in all competitions for FC Barcelona following his move to the Catalan side from Valencia in the 2012 summer transfer window.
The Blues have used Marcos Alonso at left-back over the past 12 months, while Manchester United are short on options in the position given Jose Mourinho’s reluctance to use Luke Shaw.
