The United States international has been linked with a move to the Merseyside outfit regularly over the past 24 months.
Pulisic moved to Dortmund during Jurgen Klopp’s spell in charge of the Westfalenstadion outfit before he stood down as manager in 2015.
The 19-year-old has also attracted interest from Liverpool FC’s Premier League rivals Manchester United over the past season.
Pulisic would be an ideal signing to replace Philippe Coutinho after the Brazil international moved to FC Barcelona in a £142m deal in January.
The American playmaker has scored four goals and has made five assists in in 32 appearances in the Bundesliga last term.
Former West Ham goalkeeper Hislop believes Pulisic should ignore interest from the Premier League and remain at Borussia Dortmund.
“I think so [he should ignore the speculation] for the time being,” Hislop told ESPN FC.
“He needs to write himself into that starting line up as a permanent fixture. Then the world is his oyster.
“There is no question he has talent. There will continue to be suitors. Maybe another 12 months will do him well.”
Pulisic has scored 12 goals in 97 games in all competitions since his move to Dortmund from PA Classics in 2015.
The United States international has won the DBF Pokal during his three-season stint at the German club so far.
