Arsenal have snapped up German goalkeeper Bernd Leno in a £20m deal from Bundesliga outfit Bayer Leverkusen earlier this month.
The north London side finished in sixth place in the Premier League table last season after Alexis Sanchez quit the Gunners in January.
Martins is available to sign on a free transfer this summer after the Portugal international terminated his contract at Sporting Lisbon due to a just cause claim.
The winger will surely attract plenty of interest from some top European clubs this summer given his impressive return of 13 goals in 52 games in all competitions.
Sunday Times reporter Castles believes Arsenal will launch a bid to sign the 23-year-old star.
“Moving for a player they have scouted for a number of years in Portugal,” Castles told the Transfer Window podcast.
“He is a wide attacker who can beat a player with skill, he has pace as well.”
Arsenal haven’t won the Premier League title since 2003-04.
