The England international is the leading goal-scorer at the World Cup after the Spurs forward scored five goals in their opening two group-stage fixtures.
Kane secured three points for Tottenham with an added-time winner in a 2-1 win against Tunisia after he broke the deadlock with a close-range header.
The England captain netted a hat-trick in a 6-1 win against Panama to book the Three Lions’ spot in the World Cup round of 16.
Kane netted 30 times in the Premier League last season but missed out on the golden boot for the first time in three seasons despite a career best return after Mohamed Salah scored 31 goals for Liverpool FC.
The Spurs striker has committed to a new long-term contract at White Hart Lane to secure his future at the north London side despite interest from La Liga giants Real Madrid.
However, Chelsea FC star Fabegas believes Kane is ready to make the step up to a top club next term.
“Harry Kane is probably the best striker in the Premier League,” Fabregas told BBC Sport.
“I think he’s now ready to go to a big club.”
The Blues are on the lookout for a new striker after Alvaro Morata’s disappointing first season.
