The former England Under-21 international struggled to break into the Liverpool FC team during the 2017-18 season following his return from a serious knee problem.
Ings made three starts and five substitute appearances in the Premier League after the English striker scored his only goal of the campaign in a 2-2 draw at West Brom.
The former Burnley striker made four substitute appearances in the Champions League last term as the Reds reached the Champions League final.
Ings is behind Mohamed Salah, Roberto Firmino and Sadio Mane in the pecking order, while Belgian striker Divock Origi is set to return to Liverpool FC from his loan at Wolfsburg this summer.
Daily Mirror reporter Maddock revealed that Spurs are heading interest in Ings, while Crystal Palace and Serie A side Inter Milan are also keeping tabs on the Liverpool FC forward.
Maddock wrote: “Danny Ings will reluctantly leave @LFC this summer in search of more regular first team football. Jurgen Klopp wants him to stay, but will not stand in his way. Spurs, Palace, Inter Milan have all expressed interest.”
The Reds finished in fourth place in the Premier League last season to secure a spot in the Champions League for the second successive campaign.
Liverpool FC lost 3-1 to Real Madrid in the Champions League final last term.
