The Red Devils forward has struggled to hold down a regular starting spot under Portuguese head coach Jose Mourinho.
Manchester United signed Martial in a £36m deal from Ligue 1 side AS Monaco in the 2015 summer transfer window.
The 22-year-old scored 19 times under Louis van Gaal in the 2015-16 season but Martial has struggled since Mourinho’s appointment.
Martial was omitted from the France squad for the World Cup due to his lack of playing time and inconsistent performances.
Spurs have been linked with a potential to sign Martial to help the French starlet kick start his career at Old Trafford.
Sky Sports News reporter Graves has underlined Tottenham’s interest in the Manchester United striker in the summer transfer window.
“We understand there is interest from Spurs in the player over the last couple of years,” Graves told the Transfer Talk podcast.
Spurs finished in third place in the Premier League table last season just behind Premier League runners up Manchester United.
The Red Devils lost 1-0 to Chelsea FC in the FA Cup final after Manchester United beat Spurs in the last four.
