The Premier League champions were widely tipped to sign the Italy international in the summer transfer window to improve Pep Guardiola’s squad ahead of their title defence next term.
However, the Citizens have been unable to agree to terms with Serie A runners up Napoli and the Jorginho deal has stalled over the past few weeks.
Reports in Italy earlier this week suggested that Chelsea FC had entered the race to sign the holding midfielder ahead of the appointment of his former manager Maurizio Sarri as Antonio Conte’s successor.
And Napoli chief De Laurentiis has claimed that the Blues will make Jorginho their first summer signing after reaching an agreement with the Naples club and Italian midfielder.
“I’m sorry with Manchester City because we reached an agreement for Jorginho 15 days ago,” De Laurentiis is quoted as saying by Sky Sport Italia.
“But Chelsea is going to offer more to Napoli and to Jorginho for his contract, so he’ll join Chelsea I guess.”
Chelsea FC finished in fifth place in the Premier League table last term to miss out on a spot in the Champions League.
The Blues did win silverware in consecutive seasons under Antonio Conte following a 1-0 FA Cup final win against Manchester United at Wembley.
Chelsea FC have won the Premier League title twice in the past four seasons.
