The Merseyside outfit have won their opening seven fixtures in the Champions League and the Premier League so far to set a new club record.
Liverpool FC eased to a 3-0 victory over Southampton at Anfield on Saturday afternoon to hoist themselves to the top of the Premier League table.
The Reds were 3-2 winners against Ligue 1 side Paris Saint-Germain in their Champions League opener thanks to Roberto Firmino’s last-gasp winner.
Chelsea FC dropped their first points of the season following a goalless draw with West Ham United at the London Stadium last weekend.
The Blues surrendered top spot in the Premier League and Maurizio Sarri’s side are in third place in the English top flight.
Former Liverpool FC striker Owen believes the Reds will ease to a narrow win over Chelsea FC in the League Cup third round on Wednesday night.
“Liverpool have only won two of their last 14 games with Chelsea in all competitions and those successes both came at Stamford Bridge,” Owen told BetVictor.
“This game might be considered a “phoney war” ahead of their Premier League clash at Stamford Bridge on Saturday evening.”
He added: “Chelsea lost their 100% record at the London Stadium on Sunday and I feel the Reds will travel to the capital at the weekend having maintained their own perfect start to the season.”
Liverpool FC finished in fourth spot in the Premier League table last term to ensure their continued participation in the Champions League.
The Reds have beaten West Ham, Brighton, Crystal Palace, Tottenham, Leicester City and Southampton in the current campaign.
