Liverpool FC have won all four games so far this season, conceding just once in the process, and will look to close the cap on champions and rivals City who finished 25 points ahead of them last season.
Shearer has been impressed by their progress under Klopp since last season and believes Liverpool FC could win a first league title in 30 years.
He said in The Sun: “There is little doubt that Liverpool’s time is coming.”
“Not just to win a trophy but to make a serious challenge for the Premier League title again.
“The 25-point difference between them in fourth and champions Manchester City last season was obviously a huge one.
“But I look at the two teams on paper this season and I really do not see a big difference in ability.”
Liverpool FC significantly strengthened their squad this summer, spending £163.45m this summer on Naby Keïta, Fabinho, Alisson Becker and Xherdan Shaqiri.
They sit joint-top over the Premier League table, two points ahead of City, who most people back to retain their crown.
However, Liverpool FC proved to be City’s Achilles’ heel last season, as the Reds delivered them their first defeat of last season and knocked them out of the Champions League in the quarter-finals.
The gap between the two in the league was stark, but Shearer believes that their summer recruitment and progress will serve to close that gap and perhaps even upend it.
