Spurs will host their top-four rivals fresh from a 1-0 win against Crystal Palace in their last Premier League fixture before the international break.
Tottenham have won their last two Premier League games to hoist themselves up the table despite three losses in their opening 12 outings of the campaign.
Mauricio Pochettino’s side are a point adrift of Chelsea FC and can hoist themselves into third place with a victory over their London rivals.
Chelsea FC, on the other hand, are unbeaten in 12 games in the Premier League to leave Maurizio Sarri’s side four points behind leaders Manchester City.
The Blues have only dropped points in stalemates with West Ham United, Liverpool FC, Manchester United and Everton in the current campaign.
Sarri’s men eased to a 3-2 win over Tottenham’s north London rivals Arsenal in their second Premier League fixture of the season.
Former Liverpool FC striker Owen is backing Tottenham to play out a 1-1 draw with Chelsea FC at Wembley on Saturday afternoon.
“None of Spurs’ last 16 Premier League games has finished in a draw but I think it will be honours even when Chelsea visit Wembley in, arguably, the game of the weekend,” Owen told BetVictor.
“Chelsea’s title rivals Manchester City and Liverpool have already won at Wembley this season, but I feel the hosts will get a draw in what promises to be a feisty London derby.”
Chelsea FC finished in fifth spot in the Premier League last term but Sarri’s appointment has triggered an unlikely title challenge from the west London side.
The Blues will take on Manchester City in the Premier League on Sunday 8 December.
