The Gunners ended talks with Wales international over a new contract to raise questions about Ramsey’s future at Arsenal.
The 27-year-old has little over six months left to run on their current deal to raise the possibility of Ramsey leaving for nothing at the end of the season.
Arsenal did make a contract offer earlier this year but the north London side opted to remove the deal from the table.
Unai Emery has used Ramsey on a regular basis in the current campaign to suggest the Spanish head coach does see a future for the Welsh midfielder.
The Welsh midfielder has scored one goal and has made seven assists in 15 appearances in the Premier League this term, although he has only started seven games.
Arsenal’s traditional Premier League rivals Liverpool FC and Chelsea FC have both been linked with a move to sign the versatile midfielder.
Former Chelsea FC striker Sutton has expressed his bemusement that Arsenal are prepared to offload Ramsey this summer.
“I would [give him a contract]. It seems to be his desire to leave but he is such an important player for Arsenal,” Sutton told BBC Radio Five Live.
“Who are Arsenal going to get in who can do a better job?
Arsenal finished in sixth spot in the Premier League table last term to miss out on a place in the Champions League.
They are currently fifth in the table as they look to try and break back into the top four before the season is out.
