The Wales international is set to become a free agent at the end of the Premier League season when the versatile midfielder’s current deal comes to an end.
Arsenal were initially in talks with Ramsey about a potential deal but the north London side ultimately stepped back from negotiations.
Ramsey has unsurprisingly been attracting interest from a host of top European club, including Serie A champions Juventus and La Liga side FC Barcelona.
The 27-year-old would be a shrewd addition for any top European team competing in Europe given Ramsey’s experience in the Premier League and Champions League.
Ramsey has scored two goals in 18 apppearances in the Premier League this season to highlight his continued importance to the Gunners.
Former Arsenal midfielder Merson criticised the north London side for allowing the situation to get to the stage where Ramsey has less than six months left on his deal.
“It’s stupidity from Arsenal to allow someone of Ramsey’s quality to let their contract run down,” Merson told Sky Sports.
“It’s yet another player after Alexis Sanchez, Alex Oxlade-Chamberlain, Theo Walcott. Players’ contracts come to an end then they all leave on frees.
“In footballing terms, it’s criminal. It’s like buying an £80m house, waiting for the leasehold to run out and losing the house.
“Arsene Wenger sorted out his contract every year but seemed to forget everyone else’s!
“I wouldn’t mind if all these players were 35 years of age or older, but they are in the prime of their careers when they are playing their best football ever.”
Ramsey has netted 61 times in 354 games in all competitions over the past 11 seasons at the Gunners.
The Welsh midfielder moved to Arsenal instead of Manchester United in a £10m deal in 2008.
Ramsey has won three FA Cup crowns during his time at Arsenal.
