The Belgian international has been in top form for Leicester City since moving to the King Power Stadium on loan in the January transfer window from Monaco.
Tielemans has scored three goals and made four assists in 12 Premier League games since his January move, and it is thought that Leicester are keen to make his move permanent this summer.
And former midfielder Merson believes that the likes of Manchester United, Arsenal and Manchester City should be looking at moves to try and sign the 22-year-old in the summer transfer window.
Speaking in an interview quoted by Metro, Merson said: “I think he’s special, I really do, I think this kid is a top, top player. The only thing is he’s been working with Brendan [Rodgers] for the last couple of months.
“Surely they’re getting into his ear about signing? They’ve got to get his lad signed.
“I think he can go to any of the top four, or top six. If I was Arsenal or Man United, I’d be looking at him all day long, all day long.
“Even Man City should be looking, I think he’s that good. He’s only young, 22. Wow.”
Arsenal and Manchester United are likely to be linked with a host of players in the coming weeks and months as they look to bolster their squads ahead of next season.
Manchester United have missed out on a top-four finish and will play Europa League football next season, while Arsenal’s hopes of finishing in the top four are looking very slim.
The Gunners could still qualify for next season’s Champions League, however, by winning the Europa League this term.
