The 22-year-old completed a season-long loan move to the north London side on Thursday after weeks of speculation.
Ceballos will be tasked with adding more creativity to Arsenal’s midfield in the Premier League next season.
The Gunners won the race to sign Ceballos despite interest from their bitter north London rivals Tottenham Hotspur.
Ceballos was in-demand in the summer transfer window after his impressive performances at the European Under-21 championship.
The on-loan Real Madrid star will get the chance to work under his compatriot Unai Emery at The Emirates.
Arsenal already have two Spaniards in their squad in Bellerin and Nacho Monreal, potentially helping Ceballos acclimatise to life in the English capital.
New Gunners signing Ceballos revealed Bellerin’s role in his decision to move to Arsenal.
“Well, as you know there are Spanish players here like Nacho Monreal and Hector Bellerin,” Ceballos told Arsenal’s website.
“I get on really well with Hector away from football, on a personal level. I told him I was thinking of joining and he told me not to think twice because this is a great city and a great club and that I was going to have a great time.
“I can’t wait to see him and say thanks for his help in getting me here.”
Ceballos added: “I have the coach – who is Spanish – and Hector, which will help me get used to life in London.
“I need to get used to what the club expects of me and adapt as quickly as possible because that will be vital if I’m to be successful at this club.”
Arsenal supporters will be hoping Ceballos can have a bigger impact at the north London club than Denis Suarez.
The FC Barcelona midfielder struggled to leave his mark on Arsenal following his loan move from the Catalan side in the second half of the 2018-19 Premier League season.
Arsenal have also signed Brazilian teenager Gabriel Martinelli and French defender William Saliba this summer.
