The Lilywhites ended up in fourth place in the table last term under Mauricio Pochettino as they sealed Champions League qualification for another campaign.
Tottenham were fairly active in the summer transfer window as they sealed deals for Ryan Sessegnon, Tanguy Ndombele, Jack Clarke, Kion Etete and Giovani Lo Celso on loan from Real Betis.
Spurs will have their sights firmly set on claiming another top-four finish in the Premier League this term and potentially challenging the likes of Manchester City and Liverpool FC for the title.
And England legend Shearer is expecting to see Tottenham finish up in third place in the Premier League table, behind Liverpool FC and Manchester City.
He is also backing them to enjoy a solid run in one of the cup competitions.
Writing in his column for BBC Sport, Shearer said: “Tottenham are the best of the rest and should be pretty comfortable in third place – although I don’t see them as title contenders despite them spending about £100m on some major signings this summer, taking Giovani Lo Celso on loan, and buying Tanguy Ndombele and Ryan Sessegnon, plus Jack Clarke who has been loaned back to Leeds.
“It is still going to be hard for them to close the gap on the two teams above them but they have to keep pushing forward, and now really is the time where they have to win something.
“A cup competition has to be one of their targets for the campaign.”
Tottenham will take on Manchester City at The Etihad Stadium in their next Premier League game on Saturday afternoon.
The Lilywhites are yet to win their first major trophy under Pochettino since his appointment at the club back in May 2014.
