The Daily Mirror is reporting that the Blues are lobbying to get their Fifa transfer ban overturned as the winter transfer window draws nearer.
The Blues were barred from making any new signings in the summer transfer window, although they did bring in Mateo Kovacic and Christian Pulisic in pre-arranged deals.
According to the same story, Chelsea FC have alerted leading agents that they expect to be able to do business in the new year as Frank Lampard ponders strengthening his squad.
Chelsea FC have appealed to the Court of Arbitration for Sport to have their ban reduced to one window, which they have already served in the summer.
Being able to sign players would represent a significant boost for Lampard, whose side have struggled to pick up points in the first few games of the season.
The Blues have only won one of their opening four games in the Premier League to leave them with just five points during the international break.
They will return to Premier League action this weekend with a trip to Wolves on Saturday.
