The Lilywhites will be looking to cement their claim to second spot in Champions League Group B.
Tottenham are in second spot but a mere point ahead of Red Star Belgrade despite their 5-0 win over the Serbian side last month.
The north London side have been on a poor run of form in the Premier League so the Champions League could provide Spurs with much-needed respite.
Tottenham have only managed to win four of their 11 games in the Premier League so far this season.
Mauricio Pochettino’s men have squandered a lead in their last two Premier League games following a 2-1 loss at Liverpool FC and a 1-1 draw with Everton at Goodison Park.
Former Manchester United striker Owen is backing Tottenham to play out a score draw with Red Star Belgrade on Wednesday night.
“Spurs won the reverse fixture 5-0 but the Serbian champions are a different proposition in Belgrade where they have lost just two of their last 21 in European competition and did beat subsequent winners Liverpool 2-0 last season,” Owen told BetVictor.
“The hosts have scored 31 times in their last 10 games in all competitions and a point wouldn’t be a bad result for Mauricio Pochettino’s side who remain out of sorts of late despite getting a valuable point at Goodison on Sunday.”
Spurs drew 2-2 with Olympiakos in their Champions League group-stage opener before Tottenham lost 7-2 to Bayern Munich in the English capital.
The Lilywhites reached the Champions League final for the first time last season thanks to victories over Borussia Dortmund, Manchester City and Ajax in the knockout stage.
Tottenham lost 2-0 to Liverpool FC in the Champions League final in Madrid.
