Paul Merson has refused to rule Arsenal out of the top-four race but admitted the Gunners will find it difficult to secure a Champions League spot.
The north London side have struggled to find consistency throughout the 2017-18 season despite investing in a number of top players.
Arsenal signed Borussia Dortmund striker Pierre-Emerick Aubameyang in a club record £57m deal in the January transfer window.
Armenia international Henrikh Mkhitaryan joined from Manchester United in a swap deal that saw Alexis Sanchez move to Old Trafford.
However, Arsenal lost 1-0 to top-six rivals Tottenham Hotspur in the north London derby to leave the Gunners eight points adrift of Chelsea FC in fourth.
The Gunners are still going strong in the Europa League after easing past Swedish side Ostasunds in the last 32 wiht the winners of the competition qualifying for the Champions League.
Former Arsenal midfielder Merson doesn’t believe Arsene Wenger should give up on a top-four spot.
“They need to keep on chipping away in the league,” Merson told Sky Sports.
“Chelsea will play both Manchester teams. Arsenal will go to Man City. It does look difficult.
“At the moment I would go for both Premier League and Europa League.
“Arsenal are a team that can reel off six wins but they do still have that Bournemouth or Swansea result in them.”
Arsenal finished in fifth place in the Premier League table last term behind rivals Liverpool FC.
The Gunners haven’t won the Premier League title since 2003-04 when Thierry Henry and Patrick Vieira were in their pomp.
Arsenal lost 2-1 to Barcelona in the Champions League final in Paris in 2006.
