The same report says that Bailey is being tracked by a number of Premier League clubs after his impressive campaign in the Bundesliga with Bayer Leverkusen.
The 20-year-old netted nine goals and made six assists in 30 Bundesliga games for the German side this season.
According to the same story, Manchester City were keen on a move to sign Bailey, but the Citizens are now closing in on a deal for Riyad Mahrez, and that could open the door for Chelsea FC to conclude a deal for Bailey.
