Chelsea will sign at least three or four more players to appease manager Antonio Conte, according to Jason Burt.
The defending Premier League champions have endured a difficult summer transfer window so far despite winning the title with two games to spare last term.
Chelsea missed out on Romelu Lukaku after the Belgium international opted to move to Manchester United in a £75m deal from Everton back in July.
The Blues have also been unable to agree a deal to sign Brazil international Alex Sandro despite offering Juventus a club-record fee for the left-back.
The title holders have signed Manchester City goalkeeper Willy Caballero, AS Roma defender Antonio Rudiger, Monaco midfielder Tiemoue Bakayoko and Real Madrid striker Alvaro Morata.
Chelsea suffered a surprise 3-2 loss to Burnley in their Premier League opener at Stamford Bridge last weekend following goals from Sam Vokes and Stephen Ward.
Alvaro Morata and David Luiz got on the score sheet but their shock defeat came at a heavy cost after Gary Cahill and Cesc Fabregas were both sent off to rule them out of Sunday’s game against Spurs.
Daily Telegraph journalist Jason Burt has backed Chelsea to sign three or four more players before the close of the summer transfer window.
“Chelsea will be very active in the next couple of weeks,” Burt told BBC Radio 5 Live.
“There will be three or four maybe coming in if they can pull all these deals off.
“Hopefully it will calm the situation down and appease the manager. At the moment it is very tense there.”
